    It seems that it is common the have to operate the on/off ignition switch several times before operating the starter for successful cold starting. I believe that when it is first switched OFF the valve in the pump does hold pressure in the fuel line for some time. However, if the car is left, say, overnight then this pressure is gradually lost. I have a brand new pump and, first thing in the morning, I do have to operate the On/OFF switch 3 times after which the car starts immediately. I hope this helps.
